Measurement and evidence
A proposal records an expected monthly reduction. A completed change is credited only when the platform records comparable observations and a measured outcome. Pending, unavailable or incomparable observations earn no measured saving. A monthly rate reduction is separate from cash saved during a reporting period.
Approval, execution, verification and measurement are separate records. Each receipt names the recorded approver, expected reduction and outcome. A failed or refused change needs its execution evidence reviewed; a restored size no longer carries the earlier saving. Missing records remain unknown.
